You posted a link to Cyberdogs, the C-Dogs page is here. C-Dogs (aka Cyberdogs 2) was the sequel to Cyberdogs, and was awesome, better in almost every regard than the first (although I liked some of the weapons of the original more). C-Dogs came with a couple of single player campaigns, had support for custom ones (although the campaign editor was primitive), and of course had 2 player deathmatches which were totally hectic. Someone should make a sequel or an advanced clone one of these days.
Anyone take a look at the C-Dogs source (NOT Cyberdogs)? The only thing he mentioned not including was the commercial sound library, but the sounds+music are pretty basic and could be done with any open library. I think it used mod for music.

If you have twenty monkeys,
banging randomly on typewriters,
they will in twenty minutes produce the complete source code to World of Warcraft.
