Yow! More pop-1984 references. After actually READING the book, any Joe Schlub would realize it's less about government control and more about freezing the classes in place. It's saying "this is the only way communism would work, because once the lower class rise up they gotta stay there somehow."
Because as we all know, there is only one strict way to interpret the book, and they mention Communism every other line in 1984.

1984 is a warning about the irreparable damage that would occur if a governing body could come into power and stay there.
Now, if people would read Animal Farm as well, then they would see that the Bush administration is following it to the letter.
